The European Union Agency for Cybersecurity (ENISA) has refreshed its National Cybersecurity Strategies (NCSS) Interactive Map. This dynamic digital platform tracks and compares how EU Member States are shaping their national cybersecurity agendas. The NCSS Interactive Map breaks down each country’s strategic objectives, implementation measures, and best practices, offering a clear picture of the steps being taken to secure Europe’s digital landscape.

ENISA has been directly supporting EU Member States in developing and implementing guidelines for their respective national cybersecurity strategies, building trust, resilience, and transparency. ENISA has published the National Capabilities Assessment Framework (NCAF) and, in 2022, developed the NCAF Tool to help Member States assess the maturity of their NCSSs, enabling them to strengthen cybersecurity capabilities across strategic and operational levels. In 2025, ENISA is working on updating the NCAF.

The NCSS Interactive Map captures efforts across the cybersecurity ecosystem, from national authorities and CSIRTs to public-private partnerships and innovation hubs. The platform promotes transparency, knowledge sharing, and alignment with EU-wide regulations, including the NIS2 Directive. Designed for policymakers, researchers, and practitioners, the map delivers a real-time view of how Member States are adapting to new legislative demands. As national strategies evolve, the map will continue to update, providing a living snapshot of Europe’s cybersecurity maturity.

The digital platform covers thirty-one countries, featuring data from 408 organizations, while outlining 20 strategic objectives commonly pursued across the EU. It also includes 94 strategy-related documents that provide insight into national approaches and policy development.

The NCSS Interactive Map allows users to explore national cybersecurity strategies through several viewing options. In the Country View, users can examine each country’s current strategy, including its focus areas, strategic objectives, implementation efforts, and the institutions responsible for research and development. The Strategies View presents an interactive timeline that tracks the evolution of national strategies, highlighting key developments and release dates across the EU.

In the Objectives View, users can explore the most commonly adopted cybersecurity objectives, both at the national level and in alignment with the NIS2 Directive, complete with definitions and adoption data for each objective. The National Implementation View reveals how strategies are translated into action, detailing the policies and plans designed to raise cybersecurity maturity in line with EU priorities. The Cybersecurity Organisations View provides an overview of key actors within each Member State, including National Competent Authorities, National CSIRTs, and Single Points of Contact.

With an intuitive, user-friendly design, the NCSS Interactive Map functions as a central knowledge base and a tool for fostering collaboration among Member States, institutions, and stakeholders.

Last week, telecom ministers from across the bloc formally adopted the EU Cyber Blueprint for cyber crisis management, marking a significant step in preparing for and responding to large-scale cybersecurity incidents. The newly endorsed framework provides clear guidance for coordinated detection, response, and recovery efforts across member states in the event of a major cyberattack or digital disruption that could affect critical infrastructure or services across the EU.
